Open to all Member States of the United Nations and States members of specialized agencies, as well as the major groups and other relevant stakeholders.

The list of speakers is open.

Statements in the general debate should not exceed four minutes when speaking in a national capacity, and six minutes when speaking on behalf of a group.

Requests for inscription on the list of speakers by Member States and Observer States should be submitted through the ECOSOC e-Speakers module in e-deleGATE.

Inscriptions on the list of speakers will close by 17:00, on 15 July 2019.

The list of speakers will be maintained in accordance with the level of repres entation and on a first-come, first-served basis.

Intergovernmental organizations and the United Nations system, including funds, programmes, specialized agencies and regional commissions that do not have access to e-Speakers wishing to inscribe on the list of speakers should send, in writing, the full name and title of the speaker to the Office of the Secretary of the Economic and Social Council.
